The Economic and Social Research Foundation (ESRF) is an independent policy research think tank based in Tanzania. It was established in October 1992 and began operations in 1994, during a period of major economic reforms as the country transitioned from socialism to a market-based economy. This shift created a heightened need for evidence-based policymaking. Like many think tanks founded across Africa during the same era, ESRF was created in response to concerns that policy decisions were not sufficiently informed by research and data.
Over the years, ESRF has carried out various sector-specific studies, including reviews of the National Microfinance Policy (2000), National Environmental Policy (1997), National Energy Policy (2003), National Youth Policy (2007), and National Tourism Policy (1999), in collaboration with different government ministries. Its establishment was driven by a recognized need for better understanding and management of policy and development issues, particularly due to limited capacity within the Tanzanian civil service.
ESRF was thus given a mandate to conduct policy and economic research, build capacity across sectors in policy and socio-economic issues, and manage knowledge. Over the past 30 years, it has grown to become one of Tanzania’s leading think tanks. The organization also upholds equal employment opportunities.
