The Rural Water Supply and Sanitation Agency (RUWASA) was created under the Water Supply and Sanitation Act No. 5 of 2019 to oversee the provision of sustainable water supply and sanitation services in rural areas of mainland Tanzania, contributing to long-term socio-economic development. The agency is responsible for planning, developing, maintaining, and managing reliable water and sanitation services.

The Act also shifted the accountability for water service officers from the PO RALG, Regional Secretariats (RSs), and Local Government Authorities (LGAs) to the Ministry of Water. RUWASA, with its headquarters in Dodoma, the capital of Tanzania, began its operations on July 1, 2019. It now operates across 25 regions on mainland Tanzania, excluding Dar Es Salaam.

The agency has a decentralized structure with offices at the headquarters, regional, and district levels, unlike the previous setup, which was based at the LGA and RS levels. Community-based water supply organizations (CBWSOs) will be established through an agreement among community members and will function as fully autonomous corporate bodies.
