In Tanzania, MDAs (Ministries, Departments, and Agencies) are the central government institutions responsible for policy formulation, regulation, and coordination of national development activities. Ministries, led by ministers and permanent secretaries, set sectoral policies, while departments and agencies implement specific functions, such as infrastructure development, public health, and education. These entities are crucial for delivering public services, enforcing laws, and ensuring that national goals and budget priorities are achieved.
MDAs operate under the guidance of the President and the Prime Minister, and they play a pivotal role in the execution of Tanzania’s national development plans like the Five-Year Development Plan and Vision 2025. Local Government Authorities (LGAs) in Tanzania function as the decentralized arms of the government, designed to enhance service delivery and promote participatory governance at the grassroots level. LGAs are classified as either urban or rural and include city councils, municipal councils, town councils, and district councils.
They are responsible for local planning, administration of primary education and healthcare, maintenance of local infrastructure, and community development. LGAs operate under the supervision of the President’s Office – Regional Administration and Local Government (PO-RALG) and are instrumental in implementing government programs in alignment with local needs. Through fiscal decentralization and local elections, LGAs empower communities to take an active role in their own development.
