Reporting directly to the Human Resources Director, the Human Resources Officer will support HR strategic priorities and provide day-to-day HR support across Jhpiego offices in Tanzania. Key Duties & Responsibilities
  • Recruitment & Selection: Lead end-to-end recruitment processes including job requisitions, advertising, candidate screening, interviews, selection, and background/reference checks.
  • Onboarding & Offboarding: Plan and oversee staff onboarding, orientation programs, employee transitions, and exit processes.
  • HR Records & Systems Management: Maintain up-to-date, complete, and confidential hard-copy and electronic employee files; support online platforms such as JEMS and iCIMS.
  • Employee Benefits & Welfare: Monitor staff benefits administration, oversee medical and group life insurance programs, and support staff retreats, meetings, and welfare initiatives.
  • Policy & Compliance: Assist in implementing HR policies, addressing staff grievances, handling disciplinary actions, and ensuring strict compliance with Tanzanian labor laws.
  • Performance Management: Monitor and support annual performance management cycles and follow up with staff and line managers for required document submissions.
  • Consultant Engagement: Oversee the engagement and agreements for consultants and specific task personnel, maintaining an updated database.
  • Departmental Support: Assist the HR Director in day-to-day HR operations to ensure smooth running of the unit.
Qualifications & Requirements
  • Education: Undergraduate Degree in Human Resources Management or Business Administration (HR option).
  • Experience: Minimum of 5 to 6 years of post-qualification HR management experience, preferably within a reputable NGO or development agency.
  • Knowledge & Skills:
    • In-depth understanding of Tanzanian labor laws and employment regulations.
    • Proficiency in Human Resources Information Systems (HRIS) and Microsoft Office Suite.
    • Excellent organizational, multitasking, written, and verbal communication skills.
    • High level of integrity, confidentiality, and interpersonal skills across diverse cultural settings.
