Enabel is Belgium’s federal development agency, established in 2002 (originally as CTB, renamed Enabel in 2018), and tasked with implementing Belgium’s international cooperation policy both domestically and abroad. With around 1,500 to 2,000 staff working across some twenty countries—including many in Africa and the Middle East—Enabel manages roughly 170 projects annually and contributes approximately €500 million in development financing, at least half of which is funded by the Belgian state.
As a key partner of Belgium’s Ministry of Foreign Affairs, it also executes public service assignments for other national and international clients such as EU institutions and global funds Enabel’s approach centers on five major thematic areas aligned with the UN Sustainable Development Goals: peace and security; climate change and environment; social and economic inequality; urbanization; and human mobility.
Its portfolios span sectors like sustainable agriculture, digitalization, education and job skills, health systems, water management, energy access, justice, and support for the private sector. For example, in Tanzania, Enabel supports water sanitation in Kigoma, girl empowerment through the “Wezesha Binti” programme, and green‑smart urban development via the “SASA” initiative—all financed in partnership with the EU and the Tanzanian government
