The Dar es Salaam City Council (DCC) is the governing body responsible for managing and overseeing the development and administration of Tanzania’s largest city, Dar es Salaam. As a key administrative authority, the council plays a central role in planning urban infrastructure, providing essential services such as waste management, health care, and education, and ensuring law and order through its municipal laws and regulations. The DCC operates under the broader umbrella of the central government but maintains a degree of autonomy to manage local affairs effectively.

One of the major functions of the Dar es Salaam City Council is urban planning and development. Given the city’s rapid population growth and expansion, the council is tasked with addressing urban challenges such as traffic congestion, informal settlements, and environmental degradation. It collaborates with various stakeholders, including ward and district authorities, non-governmental organizations, and private investors, to implement development plans aimed at improving living standards and promoting economic growth.

In addition to infrastructure and planning, the DCC is also deeply involved in community welfare and service delivery. It oversees the provision of clean water, sanitation, education, and public health services to residents across the city’s districts: Ilala, Kinondoni, and Temeke, among others. Through its elected and appointed officials, the City Council engages with the local population to address community needs, promote transparency in governance, and ensure that municipal services are accessible and equitable.
