The Independent National Electoral Commission (INEC) is an independent government body established in 1993 under Article 74(1) of the 1977 Constitution of the United Republic of Tanzania. In 1991, President Ali Hassan Mwinyi appointed a commission led by the late Chief Justice Francis L. Nyalali.

This commission was tasked with gathering public opinion on whether to maintain the one-party system. Based on the commission’s recommendations, Article 3 of the 1977 Constitution was amended to transition Tanzania into a multi-party state.

Additionally, the Political Parties Act (No. 5 of 1992) was enacted to allow for the registration of political parties, while the Elections Act (No. 1 of 1985), the Local Authorities (Elections) Act (No. 4 of 1979), and other related laws were significantly amended to abolish the one-party system and establish procedures for elections under the multi-party system.
