The Tanzania National e‑Procurement System (TANePS) was launched in June 2018 to digitize the entire public procurement lifecycle—from tender advertisement to contract award. It introduced key modules like e‑Registration, e‑Tendering, e‑Contract management, and e‑Payment processing, offering unprecedented transparency and efficiency in government procurement processes. TANePS became a mandatory platform for all procuring entities in Tanzania, including ministries, agencies, parastatals, and local governments, enabling suppliers to receive email alerts for relevant tenders via UNSPSC codes and access full documentation.
Although TANePS played a crucial pioneering role, it struggled with usability issues, bureaucratic complexity, and opportunities for corruption. These challenges prompted a strategic shift to a home‑grown successor, NeST, developed by Tanzanian experts and rolled out from mid‑2023. By the end of 2023, TANePS was officially phased out to allow full adoption of NeST.
Accordingly and in line with Regulation 343 of GN No 446, the system comprises the following major features:-
- User registrations;
- e-Tendering;
- e-Purchasing;
- e-Auction;
- e-Payment and
- e-Contract management;
