The Regional Programme Officer supports the implementation, coordination, physical verification, monitoring, data quality assurance, and reporting of Project-supported Human Resources for Health (HRH) and Community Health Services (CHS) interventions across regional, LGA, facility, and community levels. Co-located at an EGPAF Zonal Office under joint administrative and technical oversight, the role allocates effort across facility-based health workforce interventions (60%) and community health workers (40%) to advance integrated HIV/TB, maternal and child health, and primary health care delivery.

Key Output Areas & Responsibilities
  • Programme Implementation & Regional Coordination (Key Output 1):
    • Execute harmonized BMF-EGPAF workplans across assigned regions and Local Government Authorities (LGAs).
    • Coordinate project activities with Regional Secretariats, Council Health Management Teams (CHMTs), health facility in-charges, and CHW focal persons in compliance with stakeholder protocols.
    • Track regional targets, budgets, implementation matrices, and milestones while identifying and mitigating programmatic risks.
  • Health Workforce & Community Health Systems Support (Key Output 2):
    • Monitor deployment, attendance, performance, retention, transition, and government mainstreaming of skilled healthcare workers and CHWs.
    • Conduct routine physical verifications and field audits of supported staff, validating payroll, stipends, and allowance documentation.
    • Facilitate active linkages between CHWs, health facilities, and community structures for referrals, health promotion, and continuum of care.
  • Monitoring, Data Quality & Reporting (Key Output 3):
    • Collect, clean, verify, and analyze HRH and CHW data; maintain accurate databases and monitoring tools.
    • Execute regular Data Quality Assessments (DQAs) and physical verification exercises to ensure data accuracy, completeness, and timeliness.
    • Produce high-quality monthly and quarterly progress, verification, and data quality reports for BMF and EGPAF leadership.
  • Stakeholder Engagement & Quality Improvement (Key Outputs 4 & 5):
    • Foster strong collaborative relationships with Regional and LGA authorities using established EGPAF coordination mechanisms.
    • Document lessons learned, best practices, case studies, and innovative approaches to support government transition and project sustainability.
    • Promptly escalate significant workforce, compliance, financial verification, or data gaps to the BMF Program Manager and EGPAF Zonal Lead.
Qualifications & Experience
  • Education: Bachelor’s Degree in Public Health, Health Services Management, Nursing, Medicine, Social Sciences, Development Studies, Monitoring & Evaluation (M&E), or a related discipline.
  • Work Experience:
    • Minimum of 5 years of progressive experience in health workforce (HRH) management, community health programs, M&E, or health systems strengthening (HSS).
    • Proven track record of working with Tanzanian Regional Secretariats, LGAs/CHMTs, public health facilities, and community health structures.
  • Core Competencies & Technical Skills:
    • Practical expertise in health data verification, DQA protocols, and data-driven decision-making.
    • Proficient user of Microsoft Office Suite (Excel, Word, PowerPoint) and health data management systems.
    • Strong technical writing, analytical problem-solving, and cross-organizational coordination skills.
    • Fluency in English and Swahili (written and spoken).
    • High flexibility and willingness to undertake frequent field travel to project sites.
