Foreman Coating at China Petroleum Pipeline (CPP)

Total Exploration and Development Uganda Limited (TEPU), CNOOC Uganda Limited (CUL), and the Government of Uganda have discovered crude oil in the Lake Albert region. To facilitate export to the international market, they plan to construct a pipeline linking the Kingfisher area to the Buliisa–Nwoya region.

The East African Crude Oil Pipeline (EACOP) is a major component of the Lake Albert Development Project. Spanning 1,443 kilometers, it will transport crude oil from Uganda to the Port of Tanga on Tanzania’s east coast. The EACOP system consists of three main elements: above-ground installations (AGIs), the pipeline, and marine storage terminals (MSTs). The AGIs include six pumping stations (PS-1 to PS-6) and two pressure-reducing stations (PRS-1 and PRS-2). The pipeline is a 24-inch, continuously heated export line stretching from the Kabaale hub pumping station (PS-1) in Uganda’s Hoima region to storage facilities in Tanga, Tanzania. It also incorporates valve chambers, electric heat tracing (EHT) systems, high-voltage (HV) distribution, fiber optic (FO) cables, related equipment, and EHT substations.

Job Description:

The Foreman – Coating will oversee and coordinate FJC (field joint coating) and insulation operations within the assigned area. The role includes assisting the Chinese team leader in managing personnel to ensure construction activities progress according to schedule. The foreman must strictly follow quality control standards, ensure all anti-corrosion and insulation works meet project requirements, and promptly address or report any quality concerns. Compliance with company and project HSE (Health, Safety, and Environment) systems is essential, including conducting daily safety briefings, toolbox talks, and ensuring proper PPE usage.

Additional responsibilities include managing local crew attendance, performance, and task assignments, overseeing the proper use and tracking of tools, equipment, and materials, and preventing waste. The foreman will address on-site issues, report major problems to supervisors, and support technical and safety training sessions to enhance team capabilities. They will also guide new workers on the FJC process and safety protocols, maintain readiness for emergencies, and coordinate with local teams, quality control, HSE, and engineering departments to ensure efficient project delivery.

Job Requirements:

• Bachelor’s degree or higher

• 5–7 years of relevant foreman experience

• Strong background in construction or project management

• Excellent communication, organizational, and interpersonal skills
