Location: Tanga, Tanzania

Job Overview
The H3SE Supervisor will support the Terminal Manager in all areas related to health, safety, security, and environmental (H3SE) management at the Marine and Storage Terminal (MST). This role involves close coordination with all on-site stakeholders to ensure that company H3SE standards are upheld. Key responsibilities include overseeing safety compliance, issuing and managing work permits as a Safety Authority, ensuring the readiness of emergency response systems, organizing training, and maintaining H3SE-related reporting in alignment with the company’s KPIs and regulatory standards.
Key Responsibilities
- Ensure regular inspection and compliance of all safety equipment and documentation.
- Monitor site operations to enforce adherence to H3SE protocols.
- Verify that Life Saving Appliances (LSAs) are operational and accessible.
- Lead or assist in Job Risk Assessments (JRAs) and oversee risk evaluations for hazardous activities.
- Drive implementation and tracking of corrective actions from audits and safety tours.
- Participate in incident investigations and ensure follow-through on recommendations.
- Conduct and report on H3SE inspections weekly and monthly.
- Coordinate and lead site H3SE meetings and emergency drills.
- Train personnel assigned to emergency response duties and ensure their preparedness.
- Maintain a record of risk conditions and follow up on mitigation efforts.
- Support the DSA in scheduling and implementing preventive maintenance for safety equipment.
Core Duties During Commissioning
- Become fully familiar with project safety documentation and systems.
- Conduct site walkthroughs to understand safety systems and installations.
- Assist in drafting HSE procedures and policies tailored to the terminal.
- Facilitate training sessions to improve site-wide safety culture.

- Identify and report any unsafe conditions or potential hazards.
- Maintain a clean, organized, and hazard-free workspace.
- Actively contribute to audits, incident analysis, and implementation of corrective actions.
Candidate Profile
Education:
- Degree or diploma in Engineering, Sciences, or a related field.
- Valid certifications such as NEBOSH, OSHA, or IOSH.
Experience:
- Minimum of 10 years in HSE roles, preferably within oil & gas.
- Hands-on experience with industrial HSE systems.
- Familiarity with ISO quality, safety, and environmental standards is a plus.
- Additional certifications in risk management or occupational health and safety are beneficial.
Skills and Attributes:
- Strong leadership, analytical, and communication skills.
- Ability to work independently and collaboratively.
- Proficiency in English is highly desirable.
