Total Exploration and Development Uganda Limited (TEPU), CNOOC Uganda Limited (CUL), and the Government of Uganda have discovered crude oil in the Lake Albert region. To support export to the international market, they plan to construct a pipeline connecting the Kingfisher area to Buliisa–Nwoya.
The East African Crude Oil Pipeline (EACOP) forms part of the Lake Albert Development Project. This 1,443-kilometer cross-border pipeline will transport crude oil from Uganda to Tanga Port on Tanzania’s east coast. The EACOP system includes above-ground installations (AGIs), the pipeline network, and marine storage terminals (MSTs). The AGIs comprise six pumping stations (PS-1 to PS-6) and two pressure-reducing stations (PRS-1 and PRS-2) along the route. The pipeline is a 24-inch, continuously heated export line running from the Kabaale hub pumping station (PS-1) in Uganda’s Hoima region to the storage terminal in Tanga, Tanzania. It also features intermediate valve chambers, electric heat tracing (EHT) systems, high-voltage (HV) distribution, fiber optic (FO) cables, and EHT substations.
Job Description:

Support the management of all HR/IR-related activities.

Implement the Labour Management Plan (LMP) across CPP sites.

Manage recruitment and onboarding processes.

Actively participate in staff consultative committees (local and expatriate), organize meetings, address queries, prepare and circulate minutes of meetings (MOMs).

Provide employee training and handle disciplinary procedures.

Maintain employee records and generate HR/IR reports.
-
Monitor employee and sub-contractor HR/IR performance.

Oversee collection of CVs from designated village office lockboxes during recruitment.

Administer pensions and benefits for local workers.

Jointly manage the Local Employment Register.

Ensure the health, safety, and welfare of employees, including arranging pre-employment medical checks.

Coordinate with EACOP IRS on HR/IR matters.

Maintain and update the HR/IR Tracker, following issues through to resolution.
Job Requirements:

Bachelor’s degree or higher.
-
2–3 years of experience in HR/IR roles.

Demonstrated expertise in HR/IR management, preferably in construction or project-based environments.

Knowledge of the Labour Act and its application to project settings.

Strong skills in grievance handling, recruitment, and industrial relations.

Excellent communication, organizational, and interpersonal abilities.
