Within the council’s administrative structure are specialized departments, such as the Water Department (Idara ya Maji), responsible for designing, constructing, and managing water projects in rural villages, as well as supporting the formation and registration of water users’ boards under Tanzania’s 2009 water regulation law.
In recent years the council has faced governance challenges: the Tanzanian president initiated a special audit into the council’s financial management following concerns about misuse of government funds and delays in delivering vital services such as water supply and medical equipment to facilities including the district hospital.
