Human Resources Manager at Amani Centre for Street Children
Amani Centre for Street Children (“Amani”) is seeking a qualified, strategic, and experienced Human Resources Manager to drive organizational development, foster a high-performance culture, and oversee administrative operations across its headquarters in Moshi, Kilimanjaro, with oversight of satellite offices in Arusha and Singida. Reporting directly to the Executive Director, the post-holder will manage over 80 staff members while supervising procurement, logistics, store, facilities, and office support teams.

Key Roles & Responsibilities
1. Strategic HR & Policy Management
- Policy & Compliance: Develop, update, and implement HR and administrative policies aligned with Tanzanian Labour Laws, donor requirements, and organizational strategy.
- Talent Acquisition & Onboarding: Oversee the full recruitment cycle (workforce planning, job descriptions, shortlisting, interviewing, and onboarding) to attract and retain quality talent.
- Performance & Compensation: Lead annual performance management appraisals, goal-setting processes, capacity-building programs, and maintain a competitive compensation and benefits structure.
- Employee Relations & Welfare: Manage grievance procedures, disciplinary cases, workplace conflicts, staff welfare programs, and occupational health and safety (OSHA) initiatives.
2. Administration, Procurement & Logistics Oversight
- Team Supervision: Supervise and provide daily leadership to Procurement Officers, Store/Logistics staff, Secretaries, and Office Support personnel.
- Procurement & Asset Management: Direct procurement activities to ensure transparent bidding, vendor management, policy compliance, and accurate inventory/asset tracking.
- Facilities & Logistics: Manage office leases, utilities, repairs, equipment, fleet/transport logistics, and coordinate field activity logistics in close collaboration with the Finance team.
Requirements & Qualifications
1. Education & Professional Certification
- Degree: Bachelor’s Degree in Human Resource Management, Business Administration, Public Administration, or a related field.
- Mandatory Certification: Postgraduate qualification or professional HR certification—specifically CHRP (Certified Human Resource Professional) or CIPD—is a MUST.
2. Work Experience & Statutory Clearances
- Experience: Minimum of 5–7 years of progressive HR and Administration experience, including at least 2–3 years in a senior/managerial role (NGO or donor-funded organization experience preferred).
- Statutory & Safeguarding Requirements:
- Tanzanian Citizenship (or valid Work/Residence Permit).
- Valid Police Clearance Certificate (Hati ya Polisi ya Tabia Njema).
- Certified Medical Certificate confirming fitness for residential childcare settings (Children’s Homes Regulation Act).
- Strict commitment to sign and adhere to Amani’s Child Safeguarding Policy and Code of Conduct.
- Solid understanding of the Employment and Labour Relations Act (Cap. 366) and Law of the Child Act, 2009.
- Languages & Driver’s License: Fluency in Swahili and English; valid driving license is an added advantage.
