Jhpiego Tanzania, a Johns Hopkins University affiliate, is seeking a proactive and detail-oriented Human Resources – Support Administrator to provide essential HR and administrative support in Dar es Salaam. Reporting to the HR Director, the post holder will focus primarily on recruitment, onboarding, and employee records management to facilitate the rapid start-up of the AFGHS-Jhpiego project.

Roles & Responsibilities

1. Recruitment & Onboarding

  • Candidate Screening & Interviews: Support candidate longlisting, screen applications, coordinate interview schedules, prepare interview packs, and draft question sets in collaboration with hiring managers.
  • Vetting & Documentation: Conduct reference, background, and security checks for selected candidates in accordance with Jhpiego requirements; assemble full recruitment dossiers.
  • Contracting & Communication: Prepare offer letters and employment contracts; ensure timely and respectful communications with all candidates, including regret notifications for unsuccessful applicants.
  • Onboarding Logistics: Coordinate comprehensive orientation and onboarding schedules, administrative setup, and logistics to ensure a seamless new-hire experience.
  • Start-Up Tracking: Maintain the master recruitment tracker and deliver routine status updates to the Project Start-Up Team, HR Director, and Country Director.

2. Employee Records & HR Administration

  • Personnel File Management: Ensure all recruitment and employee records are complete, accurately filed, and securely maintained across physical and electronic systems (e.g., SharePoint) in line with Jhpiego standards.
  • Compliance & Documentation: Guarantee signed job descriptions, orientation checklists, insurance paperwork, and exit transition documents are promptly collected and filed.
  • General HR Support: Provide administrative backup to the broader HR team to ensure smooth service delivery and full compliance with Jhpiego policies and Tanzanian labor laws.
Requirements & Qualifications
  • Education: Bachelor’s Degree or Advanced Diploma in Human Resources Management, Law, Business Administration, or a related field.
  • Work Experience: Minimum of 2 to 3 years of post-qualification HR management experience, with practical experience in Human Capital Management (NGO project start-up experience is an added advantage).
  • Technical & Soft Skills:
    • Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint) and HR databases/SharePoint.
    • Strong written and verbal communication skills in Swahili and English.
    • Exceptional interpersonal skills with the ability to handle confidential data professionally across all organizational levels.
